Carmen passed away August 15, 2023, peacefully at Encore at Malvern.

Carmen was born to B.F. and Jewell (Holder) Ramsey on August 5, 1923, the second of seven children, in Ben Hur, Texas. She is predeceased by her parents; her husband of 67 years, Eugene Douglas McKinney; and her son, Eugene Douglas McKinney, Jr, and all her six siblings.

Though she grew up on a farm, Carmen's life led her around the world. In 1941 she met Douglas McKinney while at North Texas State Teachers College (UNT) and married him on November 6, 1943, in New Haven, Connecticut. They would become an Air Force family in 1951. They lived in Georgia, Texas, Japan, France, and Virginia. Every move was an adventure for the three children, who also had the opportunity to see the world. Carmen was involved in Girl Scouts, Meals-on-Wheels, Officer wives, bridge, and golf. She was also a retired school librarian from Fairfax County, VA. Even as she traveled, Carmen always remembered her God. She was a faithful member of the United Methodist Church, serving on several committees and United Methodist Women.

Survivors include her daughters Martha Thomason (Allen) of Magnet Cove, and Mary deRegnier (Greg) of Green Lake, Wisconsin; grandchildren Karen Schoch of Corinth, TX, Naomi Wilkerson (Tory) of Waco, TX, Amanda Switalski (Anthony) of San Angelo, TX, Ryan deRegnier of New Zealand; great grandchildren Amy Hitchens (Zach) of Malvern, Braelyn, Brielle, and Brenden Switalski of San Angelo, TX; great-great grandchildren Alayna and Lyndee Gentry of Malvern; and numerous nieces and nephews.

Carmen will be cremated and placed with her husband in Arlington National Cemetery, at a later date.
