Havis Carroll Neeper, 86, of Malvern passed away on Monday, February 28, 2022 at his home.  Born June 29, 1935 in Roby, Texas to Havis Timberlake Neeper and Doris Nantze Neeper.  A U.S. Army Veteran, he served his country from 1955 through 1957.  He married Edna Overturf Neeper in 1957, and they had three children together, Havis Phillip Neeper, Todd Neeper and Jan Neeper Ellis.

Carroll was a member of Mt. Zion Missionary Baptist Church, Past Master and Fifty-Two year member of Rockport Masonic Lodge #58.  He was one of the founding members of the South Malvern Rural Fire Department, where he served as Fire Chief for many years and was on the Board of Directors.  In 1997 Carroll retired from Union Carbide after 31 years.

Carroll loved woodworking, but most of all being with his family especially his grandkids. He could be seen many days by his barn in his swing under his old oak tree.

He was preceded in death by his parents, Havis Timberlake Neeper and Doris Nantze Neeper.

He is survived by his loving wife of 64 years, Edna Neeper; sons, Havis Phillip Neeper (Roseanne) and Todd Neeper (Tammy); daughter, Jan Ellis (Mark); his grandchildren, Dustin and Danielle Neeper of Great Falls, MT, Matthew Neeper of Conway, Todd Arron, Jacob, and Brittany Neeper of Malvern, Colburn Gage (Erica), Taylor Welch (Colton) and Austin Gage all of Malvern and his great grandchildren, Tristen, Bentlee, Houston and Rustin Gage, Braxton, Hadley, Noah, Brantley, Jaccuh, and Kyler Neeper, and Peyton and Collin Welch, and a host of other family and friends.

Visitation will be Friday, March 4 from 12:00-2:00pm at Regency Funeral Home.

Services will be Friday, March 4 at 2:00pm at Regency Funeral home with Brother Donis Smead officiating.  Burial with military honors follow at Big Creek Cemetery.  Pallbearers will be his grandsons.  Honorary pallbearers will be sons; Phil and Todd Neeper, Mark Ellis, Colton Welch, George Wetherington and Frank Kratz. A special thanks to Dr. Higginbotham and staff and Kindred Home Health for their care and concern.

In lieu of flowers, donations may be made to Mt. Zion Missionary Baptist Church or the South Malvern Rural Fire Department.
